For services that are continuous or comprise multiple stages, the contractor prepares a work programme showing the sections of the work, their durations and funding tranches, and submits it to the contracting authority for approval. The approved programme serves as the basis for measuring progress, identifying delays, preparing progress payments and assessing time extension requests. Where circumstances require deviation from the programme, a revised programme must also be prepared and approved in accordance with the same procedure; a programme implemented without approval does not constitute a basis in disputes concerning time periods.
