Tender Consultant - About Us

What does this page provide?

We provide corporate consultancy, review and training services for processes governed by Public Procurement Law No. 4734, Public Procurement Contracts Law No. 4735, State Tender Law No. 2886, Turkish Code of Obligations No. 6098 and the Tax Law.

Kılıç Kurumsal Danışmanlık A.Ş. (Kılıç Kurumsal) is an Ankara-based consultancy company. Our areas of work are public procurement and public procurement contracts. We support public institutions, municipal companies, contractors, suppliers and corporate teams in conducting tender and contract processes in a more orderly, clear and traceable manner.

In our field of consultancy, the structure of each organisation, the subject matter of each tender and the terms of each contract differ. We therefore do not use ready-made, standardised solutions. We first identify the need. We review the documents and current processes. We clearly define the scope and duration of the work and the documents to be delivered. We then carry out the necessary review, training, reporting or implementation support.

A. Who Do We Work With?

Kılıç Kurumsal mainly works with;

  • Companies participating in tenders as suppliers, service providers or works contractors,
  • Contractors that enter into contracts,
  • Public administrations and their affiliated organisations,
  • Municipal companies and companies with public shareholdings,
  • Supervision, consultancy and project teams,
  • Organisations operating in the defence industry and security sector,
  • Companies preparing for tenders abroad.

The content of the work is determined according to the position of the organisation or company making the enquiry. The duties of a public administration are not the same as the responsibilities of a contractor. Each engagement is therefore prepared separately according to the party's needs and the relevant legislation.

B. What Do We Do?

1. Tender and Contract Management

We support the establishment of an appropriate structure for duties and documentation during pre-tender planning, the review of tender documents, bid preparation, contract formation and implementation stages. In this way, we aim to ensure that time limits, responsibilities and records are monitored systematically.

2. Compliance and Risk Review

We review key matters concerning documents, time limits, duties, authority, records and audits. We explain deficiencies, reasons for delays and priority corrective actions clearly. Where necessary, we prepare a checklist and corrective action plan.

3. Competence and Training

We assess the company's overall position, employees' efficient working arrangements and the organisation's needs. We prepare training, workshops and management briefings based on real examples. We tailor the training content to the participants' duties.

4. Expert Opinion and Reporting

We review technical, financial, administrative and legal matters on the basis of documentation. We prepare reasoned opinions, calculation schedules, findings and assessment reports. We present the documents we prepare, including improvements and measures to resolve problems, together with their supporting grounds.

5. Workflow and Digital Monitoring

We prepare allocation of duties, approval sequences, checklists, document retention arrangements and deadline tracking tools. The purpose is to help ensure that processes are conducted systematically without being dependent on particular individuals.

6. International and Special Procurement

For overseas, NATO, defence and security procurement, we undertake preparatory work in accordance with qualification, documentation, confidentiality, supply chain and special procedural requirements. We determine the scope of the work according to the relevant procurement method and contract terms.

C. How Do We Work?

1. Identification of Needs

The objective of the company or organisation, the problem it faces and the outcome it expects are identified. The scope and priorities of the work are determined at this stage.

2. Review of Documents and Processes

The relevant documents, allocation of duties, time limits, decision-making factors and record-keeping arrangements are reviewed. If any information or documents are missing, the relevant party is notified before the work begins.

3. Preparation of the Work Plan

The tasks to be performed, documents to be delivered, duration of the work, responsible persons and communication arrangements are documented in writing. This ensures that the parties know the scope of the work from the outset.

4. Implementation and Knowledge Transfer

The work is carried out in accordance with the plan. The necessary discussions are held with the relevant teams. Where necessary, training, sample file reviews and practical exercises are conducted.

5. Reporting and Closure

The review conducted, deficiencies identified, recommended corrective actions and next steps are presented in a clear report. The documents delivered and work completed are recorded.

D. Our Working Methods

1. One-Off Review

This is carried out for a specific file, contract, progress payment or internal company/organisation process. It is applied to improve and resolve a sudden and unexpected problem that has arisen.

2. Project-Based Engagement

This is carried out for the duration of a specific tender or contract. It is applied before significant tenders or within the scope of an existing contract (inspection, acceptance, progress payments, price adjustments, etc.) to prevent problems and resolve potential issues. During this process, meetings, reviews, training and reporting are carried out regularly. Proposed solutions are presented.

3. Periodic Support

For a specified period (Six Months-One Year), this is provided in relation to tenders to be conducted or contracts entered into by the company or organisation, with the aim of preventing problems and resolving potential issues. During this process, meetings, reviews, training and reporting are carried out regularly. Staff training is also reinforced through the practical application of legislation.

4. Company-Specific Training

Every company that generates revenue from tendered work has its own structure and preferred area of operation. The company must therefore participate in tenders and implement contracts in its own field in accordance with the legislation. Company-specific training is provided to help prevent the company from suffering a loss of rights.

E. Our Management and Working Network

İlyas Kılıç serves in the company's management as a Public Administration Specialist and Chair of the Board of Directors.

The scope of the work, assignments, communication arrangements and delivery process are monitored centrally. Depending on the need, individuals with experience in tenders, contracts, progress payments, financial matters, international public procurement, defence and security procurement, and training are assigned.

The work and responsibilities of the assigned individuals are explained at the outset of the engagement.

F. Our Working Principles

1. Adherence to Legislation

Our work is based on current legislation, contractual provisions and verifiable documents.

2. Clear Definition of Scope

The tasks to be performed, exclusions, duration and deliverables are documented in writing at the outset.

3. Confidentiality

Company or Organisation information, commercial documents and personal data are protected. Information is used solely for the purposes of the engagement.

4. Conflict of Interest Review

Each new request is assessed in terms of the parties and the subject matter of the engagement. If there is a “conflict of interest” that could affect impartiality (For example, Authority A and a Company that will participate in Authority A's tender would have a conflict of interest.), consultancy and training are not provided to the parties at the same time.

5. Knowledge Transfer

The work is not limited to the delivery of a report. Methodological and practical knowledge is transferred to the relevant team.

6. Measurable Output

Tangible documents such as reports, schedules, allocation of duties, checklists, training content or implementation plans are prepared.

G. Our Information and Publication Network and Our Address

Under the Kılıç brand, short video presentations, detailed books and legal information resources are provided through separate channels. This separation ensures that each item of content is prepared within its own purpose and area of responsibility.

However, those wishing to watch short and clear explanations of public procurement and contract matters are directed to video content; those wishing to study the subject in detail are directed to books and reference publications; and requests concerning the conduct of legal proceedings are directed to a separate legal information resource. Likewise, Kılıç Kurumsal Danışmanlık A.Ş. is a commercial consultancy company. Litigation, acting under a power of attorney and legal representation services are not within this company's field of activity. These services are provided within a separate professional structure.

Kılıç Kurumsal Danışmanlık A.Ş. (Kılıç Kurumsal) conducts its work from its Ankara headquarters. Meetings may be held in person or online, depending on the nature of the work.

You may briefly describe your tender, contract, training or reporting needs. Once the subject matter and scope of your request have been reviewed, it will be directed to the appropriate area of work.
