Tender Process File

The contracting authority prepares a process file for each procurement. The file contains the tender approval document, estimated contract value calculation schedule, tender documents, contract notice texts, submitted tenders, commission minutes and decisions, and other documents relating to the process. The file is decisive in demonstrating and auditing whether the tender was conducted in accordance with the legislation; it also forms the basis for reviews of complaints to the contracting authority and appeals to the KİK. Keeping the documents complete and in chronological order provides the contracting authority with its strongest basis in subsequent reviews.
