Tender documents

The tender documents comprise the pre-qualification or administrative specifications, technical specifications, draft contract, standard forms and any annexes such as the project and schedule of locations. These documents set out the subject matter of the tender, participation and qualification rules, how the tender is to be prepared, evaluation criteria and the conditions for performance of the contract. The first step in preparing a tender is to read the documents as a whole and clarify any inconsistencies between them before the tender date; a bidder that obtains the documents is deemed to have accepted their provisions.
