The contracting authority may cancel the tender before the tender time where it considers this necessary or where matters that prevent the tender from proceeding and cannot be remedied are identified in the tender documents. During the evaluation of tenders, all tenders may be rejected and the tender cancelled upon the decision of the commission. In the event of cancellation, bidders are notified of the situation together with the reasons, and any securities received are returned; cancellation does not impose any obligation on the contracting authority towards the bidders.
