A complaint against the cancellation decision must first be submitted to the contracting authority conducting the tender. Following the contracting authority's decision, or if no decision is issued within the prescribed period, an appeal may be submitted to the Public Procurement Authority (KİK). Application periods are short and failure to comply results in loss of rights; procedural requirements, such as determining the date on which the period commenced and paying the application fee, are sufficiently decisive to result in rejection of the application without an examination on the merits. Decisions of the Authority are subject to administrative judicial review.
