In practice, grounds for cancellation fall into two groups. The first comprises document errors arising before the tender deadline that cannot be corrected, and circumstances such as the requirement ceasing to exist or the funding being withdrawn. The second comprises bids significantly exceeding the estimated contract value, insufficient competition or all bids being found unsuitable during the evaluation stage. The reasons for the cancellation decision must be set out specifically; decisions based on abstract reasons may be annulled following an appeal to the KİK.
