A bidder is excluded from the tender in circumstances such as being bankrupt or in liquidation, having finalised social security contribution or tax debts, being prohibited from professional activity, engaging in conduct contrary to professional integrity, failing to submit the information and documents required in the tender documents, or providing misleading information. Exclusion from the tender differs from debarment: it has consequences only for the tender concerned. In practice, the most common reason is failure to submit a required document at all or to submit it in the form required by the legislation.
