Potential bidders may apply to the contracting authority in writing before the tender date regarding matters in the documents that require clarification. The contracting authority notifies the applicant and all bidders who have obtained the documents of its clarification in writing; the clarification becomes a binding part of the tender documents. A request for clarification and an amendment to the documents (addendum) are different procedures: a clarification clarifies the meaning of the existing provision, whereas an addendum changes the provision itself and, where necessary, requires the tender date to be postponed.
