Bidder's responsibility for entering into the contract

The successful bidder must sign the contract within the period notified to it by providing the performance security and fulfilling the other obligations set out in the legislation. In the event of failure to comply with this obligation, the bid security shall be recorded as revenue and a debarment decision shall be issued against the bidder, without the need to serve a protest or obtain a judgment. The same consequences shall arise if circumstances requiring exclusion from the tender emerge before the contract is signed.
