The commission shall specify the tender components for which it requires an explanation, notify the bidder in writing and allow a reasonable period for the explanation. The clarification letter must clearly indicate which components are to be explained and to what level of detail; a rejection decision based on an unclear letter will be defective. The tender of a bidder that fails to provide an explanation within the allotted period or whose explanation is deemed insufficient shall be rejected.
