If the tender commission considers a tender abnormally low compared with other tenders or the estimated contract value, it cannot reject the tender outright; it must first ask the bidder to explain how it will perform the contract at that price. The assessment concerns whether the contract can be performed at the tendered price; a low price alone is not grounds for exclusion. Rejection decisions made without requesting an explanation are frequently overturned during the review of appeals to the KİK.
